Method
 

Step-by-Step Instructions for Cheesy Scalloped Potatoes
  1. Preheat your oven to 375°F (190°C) and butter a 9x13-inch baking dish.
  2. Peel and thinly slice the potatoes to about 1/8-inch thick and arrange them in layers in the baking dish.
  3. In a medium saucepan, melt 4 tablespoons of butter over medium heat and whisk in ¼ cup of flour until a paste forms.
  4. Gradually whisk in 1 cup of whole milk and 1 cup of heavy cream, then add onion powder, garlic powder, salt, and pepper, and simmer until thickened.
  5. Remove from heat and stir in the shredded mozzarella and cheddar cheeses until melted and smooth.
  6. Pour half of the cheese sauce over the potatoes, cover with foil, and bake for 30 minutes.
  7. Remove the foil, pour the remaining cheese sauce over the potatoes, and bake uncovered for an additional 60 minutes.
  8. Let the dish rest for a few minutes before garnishing with fresh herbs and serving hot.
