- Crush 24 Oreos into fine crumbs. Reserve 1/3 for topping, spread remaining crumbs across the bottom of a 9x13-inch pan.
- Beat 8 ounces of softened cream cheese and 1/2 cup of butter until smooth. Gradually add 2 cups of powdered sugar, then fold in 8 ounces of Cool Whip.
- Whisk together 3 cups of milk and 2 packages of instant chocolate pudding mix until thickened, about 2 minutes.
- Fold the pudding mixture into the cream cheese mixture and spread over the Oreo base. Sprinkle the reserved Oreo crumbs on top.
- Cover and refrigerate for at least 2 hours, preferably overnight, to set the layers.
- Before serving, decorate with Milano cookies and gummy worms. Slice and serve chilled.
